PEO vs. ASO: What's the Difference and Which One Fits Your Business?

What Is a PEO?

A PEO (Professional Employer Organization) enters into a co-employment relationship with your business. Your employees become co-employed by the PEO for administrative purposes. This means the PEO can offer your employees access to its large-group benefits pool, handle payroll taxes under its own EIN, and take on significant compliance liability on your behalf.

What Is an ASO?

An ASO (Administrative Services Organization) provides HR and payroll administration services without the co-employment relationship. Your employees remain solely your employees. The ASO handles the administrative work, but you retain all the employer liability and don't get access to the PEO's large-group benefits pool.

The Core Difference

In a PEO arrangement, you share employer status with the PEO. In an ASO arrangement, you remain the sole employer. This distinction affects benefits access, compliance liability, workers' compensation, and unemployment insurance.
